President Reagan's budget for the fiscal year 1983 was originally scheduled for publication in Tuesday newspapers, with copies distributed to reporters in advance to help them prepare their articles. But a White House spokesman released news organizations from the delay agreement this morning, saying that unauthorized disclosures and printing errors on Government documents had rendered the delay meaningless. Following a longstanding tradition, the White House had asked news organizations to ''embargo'' the budget figures - that is, to delay reporting them -until the President formally submitted them to Congress on Monday.

Parties to the ancient and running dispute at the Voice of America about news versus propaganda should worry less about theory and more about practice. P urists on both sides can continue indulging the ir conceits and mutual suspicions only at the expense of the high r ank in international broadcasting that the Voice, which is 40 years o ld this month, has earned with hard work. Despite the reported fading of last fall's most strongly propa gandist ideas at the Voice, the old anta gonism survives. It flares visibly when Soviet-American relations chill, when crisis sharpens administrations' perceptions of the Voice as a foreign policy instrument, when seeming imperatives o f ideology loom. At such times, expanding the Voice's propaganda dimension has powerful appeal for some; but for others it signals a subtle assault on the candor and completeness of the Voice's news. In-house clashes betweenthese philosophies sometimes exaggerate fears and intentions all around. Over the years, however, good people, good ideas, and a lot of time have been lost.

In an age of news disclosures and fierce competition among reporters to be first with a story, it is hardly unusual to see articles in which insiders predict what some public official is going to do. But news organizations generally do not lay it on the line the way Time magazine did in the issue that reached readers a week before President Reagan's State of the Union Message on Jan. 26. The President, the magazine declared, ''will ask for higher taxes, perhaps $40 billion to $60 billion over the next two fiscal years.'' With neither qualification nor attribution for the anonymous ''high Administration officials'' it quoted, the article said Mr. Reagan's tax proposals would include higher levies on alcohol, cigarettes and gasoline.

Turkey's military authorities have barred Turkish institutions from any contact here with representatives of official or unofficial organizations abroad, without official permission. The Turkish General Staff headquarters published the new restrictions today in apparent response to increasing European attacks on Turkey's human rights record and particularly on the current trial of 52 left-wing trade union leaders in Istanbul. Last month, after the Council of Europe's Assembly condemned the suspension of basic democratic freedoms in this country, the head of state, Gen. Kenan Evren, declared that Turkey would tolerate no further ''interference in its internal affairs.''

Today, as Laker Airways collapsed, an aide said that Sir Freddie, its founder, was very upset. Perhaps so, but not long ago, as the storm clouds gathered over his airline, Sir Freddie had boasted: ''Bein g broke is nothing. I was born broke, and if I wasbroke tomorrow, I wouldn't stay broke long.'' And who would bet against him? Freddie Laker made a fortune by opening up air travel to as many people as possible. He pioneered low-cost, no-frills, walk-on flights and forced the opening up of what he once called the ''ridiculously regimented air transport structure.'' He has faced innumerable setbacks in his 43 working years, but has usually overcome them, often translating them into profit.

It was an extraordinary courtroom scene: Before a grand jury had completed its proceedings and before a criminal charge had been filed, a prominent surgeon was identified in court by the Bronx District Attorney's office as the ''primary suspect'' in an attempted murder. The New York State Judiciary Code normally bars prosecutors from disclosing details of an investigation or the names of suspects before an indictment is voted by a grand jury or an arrest is made. But Mario Merola, the Bronx District Attorney, provided such details in this case, along with intimate personal facts about the physician and the victim. The disclosures, which received widespread news coverage in the metropolitan area, have led to a debate in legal circles as to whether Mr. Merola violated the ethical code imposed upon prosecutors by making incriminating statements about a person not formally accused of a crime.

The Reagan Administration budget for the fiscal year 1983 is based on a body of economic assumptions that are optimistic and fraught with uncertainity. If the assumptions go sour, as many of them did in last year's economic forecast, the budget, already burdened with a high deficit, could look much worse. All administrations face this problem. They have to make economic assumptions on which to base the budget and there is always the possibilty that the projections will be wrong.

Exactly a year ago today President Reagan said in a television address that the nation's trillion-dollar debt was of a magnitude ''literally beyond our comprehension.'' Yet the budget he released today would lead to more than $270 billion in new debt in the next three years a lone, and more than $500billion if he fails to get his spending cuts or tax revisions throughCongress. The fact th at Mr. Reagan could contemplate a possible 50 percent increase in t he national debt in a mere three years shows how far much his econ omic thinking has been transformed by events of the last12 months. More than anything else, the new, defiant Budget Message from the President was a call to ignore the customary fears about big deficits, at least some of which helped bring him into office in 1980, and to proceed undeterred with deep tax cuts and spending cuts.
