Rupert Murdoch announced tonight that he would start a new, 24-hour British newspaper later this year, similar to his New York Post. The newspaper, also to be called The Post, will be published as a London evening and a national morning paper. Through his British subsidiary, News International, Mr. Murdoch, an Australian, owns The Times of London and The Sun, a mass- circulation paper, among other publications.

For seven years, 40 farmers in Rice County, Kan., contended in a suit that they were entitled to damages because salt had polluted the ground water, forcing them to grow dry-land wheat and milo instead of more profitable corn. Last August, in Federal District Court in Wichita, Judge Frank G. Theis found that the American Salt Company, which had been working underground salt beds in the county since 1908, was the polluter.

Four years after the State Office Building in Binghamton, N.Y., was closed and sealed because an electrical fire had spread toxic chemicals through its 18 floors, the State Health Department said it would ventilate the structure. The announcement last month prompted protests by citizens who feared contamination.

Soon after giving birth to a son in 1982, an 11-year-old Manhattan girl, with the consent of her grandmother, agreed to surrender her rights to the baby. But last summer, after a Bronx couple had petitioned the Surrogate's Court for permission to adopt the baby, the court blocked the move.

DON FLYNN'S new play, ''Around the Corner From the White House,'' currently having its premiere at the Arena Players Repertory Theater, is an example of satire gone sour. Instead of trenchant wit, we are given a conglomeration of cliches and platitudes about an American political campaign and the press that reports on it. Mr. Flynn throws in everything he has ever read about political campaigns. There is a Vice Presidential candidate, Senator Albert Derry, whose years as a senator have made him more of a political robot than a thinking, feeling human being. There is the candidate's exquisitely groomed, long-suffering wife. There is a campaign manager, Charley Peet, a bumbling party hack. And, to round out the political side, we have Billy Joe, a mindless lump of muscular Secret Service agent.

When a member of Congress is defeated for re-election and joins a law firm, usually in Washington, it is not uncommon for a news release to go out making the announcement. The Atlanta law firm of Kilpatrick & Cody may have outdone itself in trumpeting its latest catch, former Representative Elliott H. Levitas, a Georgia Democrat who will head the firm's Washington office. The package that went out to reporters and prospective clients included a six-page, double-spaced news release and an eight-page, single-spaced resume that even listed the committee hearings Mr. Levitas attended in 10 years in the House.

U.P.I. staff members had started clearing out their desks amid reports of bouncing payroll checks and bankruptcy fears, but the agreement gave the news agency time to reorganize in an effort to reach agreement with creditors.
