Milwaukee Papers to Merge And Publish in the Morning

The Milwaukee Journal, one of the nation's largest remaining afternoon newspapers, will merge with its morning counterpart, The Milwaukee Sentinel, on April 1 and publish as a morning paper, the papers' owner announced yesterday. The combined newspaper will be named The Milwaukee Journal Sentinel.
The move reflects rising newspaper production costs, primarily for newsprint, as well as consumers' preference for morning newspapers over afternoon newspapers.

Mexican Parties Sign Accord On Shift to Full Democracy

The Mexican Government and the ruling political party agreed today with the main opposition parties to negotiate changes to fully democratize the country's political system and defuse bitter conflicts over recent elections in two southern states. In a pact signed here this evening, President Ernesto Zedillo Ponce de Leon and leaders of the country's four largest parties pledged to conclude "definitive" reforms of federal and state election laws and to respect the outcome of voting conducted under fair conditions.

Singapore Court Finds a U.S. Scholar and Newspaper Guilty of Contempt

An American academic and an American- owned newspaper were found guilty today of contempt of court in Singapore over an opinion article critical of what it called "intolerant regimes" in Asia that use "a compliant judiciary" to bankrupt opposition politicians. Putting aside protests from the Clinton Administration, a Singapore judge ordered the academic, Christopher Lingle; the newspaper, The International Herald Tribune, and its publishers and Asia editor to pay fines and court costs that are expected to total tens of thousands of dollars.

PARKER & PARSLEY DECIDES AGAINST ACQUISITION

The Parker & Parsley Petroleum Company said yesterday that it had ended plans to acquire the Tide West Oil Company for $141 million in common stock because of sharp declines in natural gas prices. Parker & Parsley, a petroleum producer based in Midland, Tex., agreed in September to buy Tide West, based in Tulsa, Okla., to increase its petroleum reserves by 11 percent and to cut its debt-to-capitalization ratio. Since then, natural gas prices have fallen as much as 30 percent. In August, Parker & Parsley purchased $122 million worth of wells in Texas and Oklahoma from the Pacific Gas and Electric Company. It also recently acquired Bridge Oil Ltd. of Australia for $330 million. Shares of Parker & Parsley were up 25 cents, to $19.625, on the New York Stock Exchange, while Tide West stock was down $1.875, to $8.25, on Nasdaq.

PAUL REVERE IN DEAL ON DISABILITY INSURANCE SALES

In a move to increase its national sales network, the Paul Revere Life Insurance Company said yesterday that it had agreed to sell disability insurance through agents of the New York Life Insurance Company. Paul Rever, based in Worcester, Mass., said the agreement was expected to result in $12.7 million in new sales annually. The move builds on Paul Revere's 12-year strategy of selling disability policies through other companies.

ALLSTATE WANTS TO SELL MOST OF PMI GROUP

The Allstate Corporation said it was proposing to sell a majority, or 21.5 million shares, of its PMI Group Inc., whose most important business insures against the risk of defaults on mortgages. Allstate, based in Northbrook, Ill., did not disclose the amount it expected to realize from the sale. The PMI Mortgage Insurance Company, a unit of PMI Group, is the third-largest private mortgage insurer in the United States, based on 1993 new primary insurance written and year-end 1993 direct primary insurance in force, Allstate said.

BORLAND TO REDUCE ITS WORK FORCE BY 40%

The struggling Borland International Inc. said yesterday that it would cut 40 percent of its work force, or about 650 employees, as it continued to reduce costs and concentrate on a new segment of the software industry. The company, a software developer based in Scotts Valley, Calif., also said it would take an undetermined charge in the fourth quarter. Jobs will be eliminated across all operations, leaving the company with about 1,050 employees. Most of the cuts will be made by June, the company said. The founder of Borland, Philippe Kahn, resigned last week as president and chief executive.

STANHOME TO QUIT DIRECT SALES BUSINESS IN U.S.

Stanhome Inc. said yesterday that it would leave the direct-sales business in the United States by licensing the domestic operations of its Stanley Home Products unit to CPAC Inc. Terms of the agreement were not disclosed. As a result, Stanhome said it would take a fourth-quarter charge of $3.5 million before taxes, which would equal 11 cents a share after taxes. About 150 jobs would be eliminated, the company said. Stanley Home Products sells household cleaning products like brooms and mops. Stanhome's shares were down $1 at $29.75. CPAC, based in Leicester, N.Y., makes specialty chemicals for the imaging business and recently moved into direct sales to consumers with its purchase of the Fuller Brush Company.
