IN THE NEW FILM "Independence Day," we know that the aliens have landed because the Fox 11 news team has told us so. And if that's not proof enough, we also see the regulars from "The McLaughlin Group" trading barbs as they argue over the political ramifications of the invasion. The real-life news anchor Christine Devine and others from Fox's Los Angeles local news program, along with John McLaughlin and several members of his Sunday-morning chat group on NBC, were cast in the 20th Century Fox film in roles that weren't much of a stretch: the television journalists play themselves, their faces appearing on flashing screens as they report on and analyze the aliens' latest maneuvers.

Rain pushed flood waters higher today across southern China, stranding hundreds of thousands of people, and officials said they expected the situation to grow worse. In the southern region of Guangxi, people fled into the mountains to escape flood waters that reached the fourth floor of buildings in some cities, said Marcel Roux of Doctors Without Borders, the international relief agency.

World News Briefs;Accused U.S. Sailor Turned Over to Japanese

The United States turned over a sailor alleged to have attacked a Japanese woman to the Japanese police today, opening a new legal era for American forces in Japan. It was the first time the American military has handed over a serviceman suspected of a crime before indictment. The action was taken under an agreement made in October after the rape of a schoolgirl in Okinawa, for which three American servicemen were convicted by a Japanese court. The case brought protests against the American military presence, leading to the agreement.

World News Briefs;In New Attack, Russians Hit Chechen Rebel Base

Russian troops carried out a new attack in Chechnya over the weekend, on what they described as a well-fortified rebel base in southern Chechnya. The assault, which began on Saturday, was a new stage of an offensive against Chechen separatist fighters that began after President Boris N. Yeltsin was re-elected on July 3. The attack broke a cease-fire negotiated during the election campaign.
